Il a \u00e9t\u00e9 conseiller municipal de S\u00e9ville (1979-1983 et 1991-1999), directeur d'entreprise, professeur de Cooperative Consultants et membre du conseil social de l'universit\u00e9 de S\u00e9ville.<\/p>\n<p>Il a dirig\u00e9 l'unit\u00e9 de coordination et d'\u00e9tudes du minist\u00e8re de la pr\u00e9sidence du gouvernement r\u00e9gional andalou de 2002 \u00e0 2004, date \u00e0 laquelle il a \u00e9t\u00e9 nomm\u00e9 directeur g\u00e9n\u00e9ral des \u00e9tudes andalouses. \u00c0 partir d'avril 2008, il a dirig\u00e9 le cabinet du pr\u00e9sident du gouvernement r\u00e9gional d'Andalousie et, un an plus tard, il a occup\u00e9 le m\u00eame poste au cabinet du troisi\u00e8me vice-pr\u00e9sident du gouvernement et ministre de la politique territoriale de l'\u00e9poque, Manuel Chaves.
